İslamî ilimlerin eğitim-öğretiminde şiir kullanımının Türk İslam Edebiyatında bir geleneği temsil ettiği söylenebilir. Nitekim ta‘lîm için siyer, hadis, fıkıh, kelam, tasavvuf vb. İslamî ilimlerin konularına dair mensûr olduğu gibi manzûm eserler de telif edilmiştir. Bu durum ise Türk Edebiyatında el-esmâü’l-hüsnâ, siyer, kırk hadîs, akâidnâme gibi bazı manzûm türlerin doğmasını sağlamıştır. Bilinebilen eser sayısı itibariyle Türkçe manzûm tecvîdler de bu türler arasına girmeye aday niteliktedir. Bu bağlamda çalışma; Türkçe manzûm tecvîd müelliflerinden biri olan Şeyhî’nin hayatını ve “Nazmu’l-Ehem fî İlmi’t-Tecvîdi’l-Elzem” adlı eserini (...) konu edinmektedir. Eser; Türkçe manzûm tecvîd yazma geleneğini devam ettirmesi ve türünün başarılı örneklerinden biri olması hasebiyle ayrı bir öneme sahiptir. Çalışma, Nazmu’l-Ehemm ’in tenkitli metin neşrinin yanı sıra eğitim-öğretim faaliyetlerinde yararlanıldığı düşünülen Türkçe manzûm tecvîdlerin işlevini yazar-eser özelinde gün yüzüne çıkarmayı hedeflemektedir. Bu araştırmanın esas amacı 1875-1877 yılları arasında meydana gelen Osmanlı-Sırp, Karadağ Savaşları esnasında bölgede yaşanan eşkıyalık faaliyetlerine tarihsel bir bakış açısı ile yaklaşmaktır. Çalışmada gerek 1875 Hersek Ayaklanması, gerekse 1876’da Bulgaristan’da Müslüman Türkler aleyhine Rusların kışkırtmaları neticesinde meydana gelen bazı eşkıyalık olayları ele alındı. Bu olaylar neticesinde ortaya çıkan konjonktürde Avrupalı devletler, Osmanlı Devleti karşısında Sırbistan ve Karadağ’ın bağımsızlık süreçlerini desteklediler. Bu dönemde Sırbistan ve Karadağ Osmanlı Devleti karşısında bazı konularda Avrupalı devletlerle birlikte hareket etti. Yaşanan olaylar sonucunda önce Sırbistan, (...) sonra da Karadağ aralarındaki ittifak antlaşması sonucu Osmanlı Devleti’ne savaş açtı. Bu durumda Rusya oldukça etkili oldu. Savaşın başlaması ile Bosna, Sırplar tarafından, Hersek de Karadağlılar tarafından işgal edildi. İngiltere bölgedeki çıkarları gereği Balkanlardaki statükonun korunmasından yana bir tavır takınarak Rusya’nın Panslavist politikasına karşı çıktı. İngiltere’nin bu politikasındaki temel dayanak noktası ise Balkanlarda ve Akdeniz’de Rus yayılmacılığını engelleme düşüncesiydi. Ayrıca Rusya’nın Panslavizm ideolojisi doğrultusunda geliştirdiği politikalarına karşılık Avusturya, orta ve güney Avrupa’da Almanya ve İtalya’ya karşı kaybettiği toprakları ve prestijini geri kazanmak amacıyla, Balkanlardaki siyasetini yeni bir temele oturtmuştu. Bu temel, Bosna ve Hersek’i ele geçirdikten sonra, Arnavutluk ve Makedonya’ya uzanıp oradan da Selanik’e kadar olan yerleri ele geçirmekti. Buna mukabil Almanya, bu dönemde Balkanlarda doğrudan herhangi bir çıkarı olmamasına rağmen Fransa’nın kendisine karşı bir intikam politikası takip etmesine engel olmak düşüncesindeydi. Bu sebepten dolayı Almanya, Fransa’nın Balkanlardaki sorunlarla meşgul olmasını kendi çıkarları adına faydalı görüyordu. (shrink)

Bu çalışma Osmanlı Devleti’nin Kıbrıs Adası’nı fethi ile özgürlüğünü yeniden kazanmış olan Kıbrıs Rum Ortodoks Kilisesi’nin, İngiliz idaresi döneminde yaşamış olduğu iki siyasi kilise krizini konu etmektedir. İngilizlerin Kıbrıs’ta idaresi iki döneme ayrılmaktadır. Birincisi 1878 yılında Osmanlı Devleti ile yapılan iki maddelik antlaşma kapsamında 1914 yılına kadar devam eden ve adanın fiilen Osmanlı toprağı olarak kabul edildiği dönem; ikincisi ise 1914 yılında İngiltere’nin adayı tek taraflı ilhakından 1960 yılında Kıbrıs Cumhuriyeti’nin kurulmasına kadar olan dönemdir. İngiliz idaresi döneminde gerçekleşmiş olan kilise (...) krizlerinin ilki 1900-1910 yılları arasında Kitium Piskoposu Kyrillos Papadopoulos ile Girne Piskoposu Kyrillos Basileiou arasında gerçekleşmiştir. İkincisi ise 1933-1947 yılları arasında Baf Metropoliti Leontios Leontiou’nun 1931 isyanları sebebiyle ada dışında sürgünde olan metropolitlerin adaya dönmeden seçim yapılamayacağını beyan etmesi sebebiyle gerçekleşmiştir. Kıbrıs Rum Ortodoks Kilisesi otosefal bir kilise olması sebebiyle iç işlerine diğer kiliseleri karıştırmak istememiş, ancak çıkmaza giren piskoposluk seçimi nedeniyle müdahale kaçınılmaz olmuştur. Bugüne kadar siyasetteki etkisi var olagelen Kıbrıs Rum Ortodoks Kilisesi, 20. Yüzyılın henüz başında geçirmiş olduğu kilise krizlerini ancak siyasetin etkisi ve yardımıyla aşabilmiştir. Kıbrıs’ta ilk Yunan bayrağı birinci kilise krizi döneminde bir taraftar toplama çalışması olarak II. Kyrillos (Kyrillos Papadopoulos) tarafından Trooditissa Manastırı’na çekilmiştir. Ancak Kıbrıs Adası’nın ne daha önceki dönemlerde ne de şimdi Yunanistan ile hiçbir bağı yoktur. Kıbrıs Adası’nda yaşayan Rumlar ile Yunanistan arasında bir bağ oluşturmaya çalışan ve bunu iddia eden de yine kilisedir. Kıbrıs Cumhuriyeti birinci Cumhurbaşkanı III. Makarios’un başpiskopos seçilmesine giden süreçte bahsedilen iki kilise krizi büyük önem taşımaktadır. Bu dönemde başpiskopos adayları arasında, rakip adaya karşı Enosis’i ateşli bir şekilde savunmamak, İngiliz idaresine fazla yakın olmak gibi suçlamalar olmuştur. III. Makarios hem ateşli bir şekilde Enosis’i savunmuş, hem de İngiliz idaresi ile her zaman çatışma halinde olmuştur. Bu süreç ona önce başpiskoposluk, sonrasında ise Kıbrıs Cumhuriyeti Cumhurbaşkanlığı getirmiştir. Kıbrıs’ta zikri geçen dönemde özellikle ön plana çıkan Türk düşmanlığı, başpiskopos olmanın ilk şartı sayılmıştır. Şöyleki; İngilizler adayı tek taraflı ilhak ettikten sonra İngilizlerin adayı kendilerine bırakacağına neredeyse emin olan Rum Ortodoks Kilisesi başpiskoposları, önce İngiliz idaresi düşmanlığı, sonra Türk düşmanlığı üzerinden kilise propagandası yapmışlardır. Çalışmada otosefal bir kilise olan Kıbrıs Rum Ortodoks Kilisesi’nin, kilise içi anlaşmazlıklardaki tavrı ile kilise kurallarına bağlılığı da ele alınmaktadır. Enosis düşüncesinin piskoposluk seçimine etkisinin daha net görüleceği bu iki kriz, kilisenin bugününü anlamak açısından oldukça önemlidir. (shrink)

In General Relativity (GR), it has been claimed that inertia receives a dynamical explanation. This is in contrast to the situation in other theories, such as Special Relativity, because the geodesic principle of GR can be derived from Einstein’s field equations. The claim can be challenged in different ways, all of which question whether the status of inertia in GR is physically different from its status in previous spacetime theories. In this paper I state the original argument for the claim (...) precisely, discuss the different objections to it and then propose a formulation that avoids the problems the original claim encounters. My conclusion is that one can say meaningfully that inertia is dynamically explained in GR. There are two senses in which the derivation of geodetic motion can be said to provide a (more) dynamical explanation of inertia in GR: it holds for any material test body that is a source of the gravitational field; and it is derivable without assuming inertial structures that are fixed independently of matter. The interpretation and justification of Earman’s symmetry principles (stating that any spacetime symmetry should be a dynamical symmetry and vice-versa) are controversial. This is directly connected to the question of how certain structures in physical theories acquire a spatiotemporal character. In this paper I address these issues from a perspective (arguably functionalist) that relates the classical discussion about the measurement and geometrical determination of space with a characterization of the notion of dynamical symmetry in which its application to subsystems that (...) act as measuring devices plays an essential role. I argue that in order to reformulate and justify Earman’s principles, and to provide a general account of the chronogeometrical character of some structures, the existence of a coordination between two notions of congruence, one mathematical and one dynamical, must be assumed for the interpretation of physical theories. This coordination provides the basis on which we can understand space-time in physical theories as the codification (representation) of certain features of the access ideal observers have to experience. Much discussion was inspired by the publication of Harvey Brown's book \textit{Physical Relativity} and the so-called dynamical approach to Special Relativity there advocated. At the center of the debate there is the question about the nature of the relation between spacetime and laws or, more specifically, between spacetime symmetries and the symmetries of laws. Originally, the relation was mainly assumed to be explanatory and the dispute expressed in terms of the arrow of explanation – whether it goes from spacetime (symmetries) (...) to (symmetries of) laws or vice-versa. Not everybody agreed with a setting that involves leaving ontology out. In a recent turn, the relation has been claimed to be analytical or definitional. In this paper I intend to examine critically this claim and propose a way to generally understand the relation between spacetime symmetries and symmetries of laws as deriving from constitutive principles. Dark matter is an essential ingredient of the present Standard Cosmological Model, according to which only 5% of the mass/energy content of our universe is made of ordinary matter. In recent times, it has been argued that certain cases of gravitational lensing represent a new type of evidence for the existence of DM. In a recent paper, Peter Kosso attempts to substantiate that claim. His argument is that, although in such cases DM is only detected by its gravitational effects, gravitational (...) lensing is a direct consequence of Einstein's Equivalence Principle and therefore the complete gravitational theory is not needed in order to derive such lensing effects. In this paper I critically examine Kosso's argument: I confront the notion of empirical evidence involved in the discussion and argue that EEP does not have enough power by itself to sustain the claim that gravitational lensing in the Bullet Cluster constitutes evidence for the DM Hypothesis. As a consequence of this, it is necessary to examine the details of alternative theories of gravity to decide whether certain empirical situations are indeed evidence for the existence of DM. It may well be correct that gravitational lensing does constitute evidence for the DM Hypothesis—at present it is controversial whether the proposed modifications of gravitation all need DM to account for the phenomenon of gravitational lensing and if so, of which kind—but this will not be a direct consequence of EEP. It has been claimed, recently, that the fact that all the non-gravitational fields are locally Poincaré invariant and that these invariances coincide, in a certain regime, with the symmetries of the spacetime metric is miraculous in general relativity. In this paper I show that, in the context of GR, it is possible to account for these so-called miracles of relativity. The way to do so involves integrating the realisation that the gravitational field equations impose constraints on the behaviour of matter (...) in a novel interpretation of the equivalence principle, which dictates the determination of local inertial frames through gravitational interaction. This proposed explanation of the miracles can also deal with the problematic cases for attempts at explaining them in the context of the standard geometrical perspective on relativity theory. The medical ethics of a physician’s relationship with a prisoner who is participating in a collective hunger strike has become a major public, professional, and governmental concern in The Republic of Turkey. This article examines the Turkish experience and debate about physician ethics during prison hunger strikes. It is hoped that this analysis will be of use to those formulating policy in similar situations.

We question the perspective that curiosity and creativity stem from a shared novelty-seeking process. We emphasize that creativity has two distinct dimensions: Novelty and usefulness, each involving separate cognitive processes. These dimensions may not necessarily mutually reinforce each other. We contend that a more comprehensive model that encompasses the full scope of the creativity construct is needed.

The question about the relation between spacetime structure and the symmetries of laws has received renewed attention in a recent discussion about the status of Minkowski spacetime in Special Relativity. In that context we find two extreme positions (either spacetime explains symmetries of laws or vice-versa) and a general assumption about the debate being mainly about explanation. The aim of this paper is twofold: first, to argue that the ontological dimension of the debate cannot be ignored; second, to claim that (...) taking ontology into account involves considering a third perspective on the relation between spacetime and symmetries of laws; one in which both terms would be somehow derived from common assumptions on the formulation of a given physical theory. Diogenes, Ahead of Print. The Tale of Genji is the probably the earliest prose fiction in the world that still lives today as a masterpiece since the first decade of the 11th century. This 1200-page Japanese classic was written by a noble court woman, Murasaki Shikibu, and it spans almost three quarters of a century. The first part has to do with the life and loves of the nobleman known as “The Shining Genji”, and the final chapters follow the fate (...) and fortunes of the characters that survived after Genji’s death. There have been four English translations of the novel: one partial translation by a Japanese translator and three other complete translations by different English native speakers in the 20th century. This paper studies the Turkish translation process of The Tale of Genji from Edward G. Seidensticker’s English version. It points out the plentitude of potential translation choices and tries to explore the reasons of translators for their decisions. It compares the translators’ strategies and assesses their impact on the meanings and functions of the allusions and the connections between the adopted strategies. (shrink)

El artículo pretende explorar la categoría de hombre-empresa, que Foucault propuso como uno de los dispositivos o interfaces claves del poder en el contexto del neoliberalismo. A través de esta categoría se muestra una particular forma de poder sobre la vida, o biopoder, que es distinto al tipo de poder de la sociedad disciplinaria, aunque tiene relaciones de continuidad con este último. En tal sentido el artículo maneja la hipótesis de la superposición o coexistencia, de las formas del poder, en (...) contra de las hipótesis más extendidas, que entiende la biopolítica o como una superación de las sociedades disciplinarias o como una sofisticación de la misma. El artículo remite constantemente a las formas del neoliberalismo chileno como punto de referencia para entender las tensiones del biopoder. (shrink)

Los discursos sobre el biopoder han marcado buena parte de las discusiones en filosofía política durante la última década. Particularmente, el desarrollo de estos discursos entre diversos filósofos italianos, lo que ha abierto diversas líneas de interpretación sobre el biopoder. A continuación se revisa una de las hipótesis centrales del planteamiento de Roberto Esposito y que justifica gran parte de su trabajo en torno a estos discursos. Esta hipótesis consiste en que la biopolítica mostraría el encuentro léxico entre el vocabulario (...) médico y político que se atestigua durante el siglo XX. Al mismo tiempo el artículo interroga críticamente esta hipótesis de modo que, por una parte, expone el planteamiento de Esposito y sirve como introducción a sus propuestas y, por otra, permite revisar los aportes y límites de esta particular recepción del biopoder. -/- The Biopower discourses have marked much of the discussions on political philosophy during the last decade. In particular, the development of these speechs among several Italian philosophers, which has opened various lines of interpretation of Biopower. Then review one of the central hypothesis of the approach of Roberto Esposito and that justifies much of her work around these discourses. This hypothesis is that the biopolitical would show the lexical meeting between the medical and political vocabulary which is testified during the 20th century. At the same time the article critically interrogates this hypothesis so that, on the one hand, it exposes the approach of Esposito and serves as an introduction to their proposals and, on the other hand, allows to review the contributions and limits of this particular reception of BioPower. In modern logic, each singular term must denote an object in the domain of quantification. This is due to the ontological assumptions of first order quantification logic with identity. However, this results in certain anomalies, i.e. expressibility and validity of inference problems. Free logic is a useful tool to analyze propositions and test the validity of arguments containing empty singular terms which have no referent in the domain of quantification. In this study, we will examine systematic definitions and extensional interpretations (...) of free logics. One of the most promising future orientations of modern logic, free logic as a logic free of existential assumptions, does not take the concept of existence as a logical necessity. Instead, the fundamental assumption is that of ontological possibility, and hence it will be possible for propositions containing empty terms to have extensional interpretations. (shrink)

Most physicians confront the moral and technical challenges of treating persons who are coming to the natural end of their lives. At the level of the health system, this issue becomes a more pressing area for reform as premature death decreases and more people live a full life span. Well-developed countries and international organizations such as the World Health Organization and the Organisation of Economic Cooperation and Development have made recommendations for improving healthcare problems in aging societies. Turkey belongs to (...) the WHO and the OECD. This article describes end-of-life healthcare in Turkey, the design of the healthcare system to meet this need, challenges that should be addressed, and solutions that would be appropriate to Turkish culture and resources. As in the Arab and Persian literatures, many works have been written on the education and teaching of tajwīd, which provides the correct reading of the Qurʼān in Islamic Turkish Literature. Works on this subject were written generally as prose. Besides, some of these works were written in verse style because of practical benefits in education. In this context, the work named Ẓafar written by S̲h̲umnulu Ḥilmī Efendi (d. 1200/1785-86), which is one of the poetical tajwīds that has not been (...) studied enough, is one of the works that can be evaluated under a separate title within religious literaty genres such as forty hadith, ʻaqāʼidnāme and s̲h̲urūt al-ṣalāt (pillars or prayer). This study primarily deals with Ḥilmī Efendi’s tajwīd of verse in Turkish, named Ẓafar, with form and content analysis. The aim of the study is to give information about Ḥilmī Efendi, based on his works and to reveal the text of the work named Ẓafar, which has been transcribed. The importance of the study stems from the fact that it will introduce the first Turkish tajwīd written in verse as far as it has been identified and the master of qırāʼat poet author who can be accepted as the founder of this genre.Summary: During the formation of Islamic sciences such as tafsīr, hadīth, kalām, fiḳh, and ḳırāʼat many works related to these sciences were written in Arabic, Persian, and Kurdish languages. After Turks met with Islam, works were written in verse and prose style to learn the al-Ḳurʼān, the hadīth and the sciences that would help to understand these two sources in order to live a true faith and worship life. On the other hand, as a result of the writing of verse works, some literary genres emerged in Turkish Islamic literature. This issue has also been appeared in the science of tajwīd, which is defined as “a set of rules for the correct pronunciation of the letters with all their qualities” and which ensures the Ḳurʼān to be read properly. As a matter of fact, the writing of both prose and verse tajwīd works defined as a religious-literary genre is an indication of this phenomenon. For instance, Tuḥfe-i Şerīfī (S̲h̲erīfī d. 1260/1844) and Naẓmuʼl-Ehem (S̲h̲eyhī d. 1235/1819-20) are examples of verse tajwīd works. In this context, one of the verse tajwīds is Ẓafar, which is defined by his own writer, S̲h̲umnulu Ḥilmī Efendi, as the first work written in this type.The author of the work, Ḥilmī Efendi, lived in Vardar Yenicesi (Giannitsa) for a long time and died in Hijāz in 1200 (1785-86), is one of the 18th century authors and an specialist in the field. In the work named Osmanli Müellifleri (Bursalı Meḥmed Ṭāhir, 1333 / Ottoman Authors) it is stated that he has works named Manẓūm Tajwīd (Ẓafar) and Manẓūm S̲h̲urūt-ı ṣalāt (Naẓm-ı nefīs) and that he wrote death dates with poetry on the gravestones of the grandchildren of G̲h̲āzī Evrenos Bey (d. 820/1417) and an Arabic khatim prayer. Information about Ḥilmī Efendi's personality, educational life, and scientific level could not be found. One of the works of Ḥilmī Efendi is Naẓm-ı nefīs, which was written in 1190/1776-77, and is in the form of S̲h̲urūt-ı ṣalāt. In this work of 125 couplets except for the title of “Tertīb-i Secāvend-i Ḥurūf” (fāʻilātün fāʻilātün fāʻilün) the author used the meter of the fāʻilātün fāʻilātün fāʻilātün fāʻilün and preferred the masnavī as a form of verse. The work consists of a introduction of 9 couplets, a main part of 24 couplets, an addition and conclusion of 3 couplets.Another work of Ḥilmī Efendi is the work called Ẓafar in the form of verse tajwīd, which he wrote on the request of some of his friends and which is the main subject of this study. There is no record of the writing date of this work. This study also includes the transcribed text of the work. However, when considering the period the author lived in and the time of his other work Naẓm-ı nefīs (1190/1776-77) it is estimated that Ẓafar was written after the second half of the 18th century. However no manuscript copy of Ẓafar could be found. Therefore, for the text to be transcribed in this study, the oldest dated and printed copy with Arabic diacritics of the work (Istanbul: Dār at-tıbāʻa al-āmire, 1265) was taken as basis. In this copy, the work was incorrectly named as Tajwīd-i Manẓūm. Also, there are some typographical errors in the headlines or text; these errors were tried to be corrected. It consists of 71 couplets; an introduction and 25 main titles. Ẓafar, written was written in half, full and rich rhyme. In some places, as well as rhyme, redif (repeated voice) created with an appendix or a word was used. The work has a clear, intriguing and narrative language and expression.Traditionally, the author starts his work by praising God, salawat, prayer, followed by a statement about the importance and the provisions of the learning tajwīd. Then the author gives informations about some tajwīd subjects such as ḥarf-i med, sebeb-i med, medd-i muttaṣıl, medd-i munfaṣıl, and so forth.The author bases on the Ḥafṣ narration of the ḳırāʼat of the ʻĀṣım probably because of taking into account the readers. Another point that draws attention in the work is that the tajwīd issues are explained shorter and clearer compared to other verse tajwīds. There are also no secondary topics such as ţūl, tevaṣṣut, ḳaṣr, ḥarf-i muḫaffefe, kelime-i müṡaḳḳale or istiʻāẕe-basmala, states of tā-i teʼnīṡ. To provide an easy memoration Ḥilmī Efendi does not apply the method of formulations of letters corresponding to the bases such as ikhfā, iẓhār as in many other tajwīd Works. Instead, he writes the letters of a specific rule one by one. Additionally, he does not give many examples from Qurʾān verses to consolidate the rules, and sometimes refers only to the surahs. With his work called Ẓafar, the author follows and represents the tradition of religious-literary works in general, and in particular, the tradition of the verse tajwīd. In some verse types of tajwīd works, for example, only subjects of ḳatʻ and vaṣl are discussed, however, in Ẓafar, most rules of tajwīd are included.It can also be said that the work has a special place and importance due to the possibility of being the first text (constituent text) written in verse tajwīd. On the other hand, when considering the conditions of the period and the fact that it was published more than once, it can be stated that Ẓafar was used as a material in educational activities and raised attention.
